Whether you are issuing a software testing tender or evaluating bids, the quality of the QA proposal tells you a lot about how the project will run. Here is what a strong proposal should include.
Understanding of scope
A clear restatement of the system under test, its integrations, users and risks, showing the bidder has read the requirements rather than sending a generic response.
Test methodology
- A risk-based test strategy aligned with recognised standards such as ISTQB
- Test levels and types: functional, regression, integration, API, performance, security-minded and UAT support
- Entry and exit criteria for each test phase
- Defect management process and severity definitions
Team and certifications
Named roles (test manager, test analysts, automation engineers), relevant certifications such as ISTQB Foundation and Advanced Test Manager, and how the team scales if scope grows.
Deliverables
- Test strategy and test plan
- Requirements traceability matrix
- Test cases and execution evidence
- Defect reports and regular progress reports
- Automation suite and CI/CD integration where in scope
- Test summary and sign-off report
Environments, tools and reporting
Which test environments and data are needed, which tools will be used (for example Jira and Xray), and how often progress is reported to stakeholders.
Timeline and pricing
A realistic plan with milestones, and transparent pricing as fixed price, time and materials or a managed service.
